- Who may host
- The owner, with a city permit. A hosted rental (owner on site) is allowed in every zone.
- Where
- The Coastal Zone, in any zone. Not in mobile home parks. Inland permits from before 2024 end when the home sells.
- Minimum stay
- 2 nights
- Occupancy tax (TOT)
- 10%, paid by the guest
- Cap
- No cap in force. A pending Coastal Commission amendment (LCP-6-OCN-25-0019-1) would cap 480 west of Coast Highway and allow no new ones in R-1 zones. (as of Oct 20, 2026)
- When the home sells
- Doesn't transfer: the buyer applies for a new permit.
- Mid-term
- Oceanside counts 30 days or less as short-term: a mid-term stay is 31+ nights.
- Also
- A 1.5% tourism marketing assessment applies on top of TOT (2019 figure).
HOA
An HOA may ban rentals of 30 days or less (Civ. Code §4741). A city permit doesn't override the CC&Rs.
